Overview: The EAGLE II (Enterprise Acquisition Gateway for Leading-Edge Solutions (EAGLE) II Department of Homeland Security) contract provides Information Technology Support Services for the Information Technology Acquisition Center (ITAC), within the Department of Homeland Security (DHS) Office of Procurement Operations (OPO). The title of the contract is Enterprise Acquisition Gateway for Leading Edge Solutions II (EAGLE II) program.  ArdentMC has assembled an impressive team of highly qualified, reputable companies with extensive experience supporting multiple customers in all of the technology disciplines in the EAGLE II SOW.  We are actively pursuing additional teaming partners and encourage you to sign up for industry news (in the right column of this page).

Since its inception, the EAGLE program has been a cornerstone in the DHS Strategic Sourcing program. With EAGLE II, DHS will refresh and update the current EAGLE program and will incorporate lessons learned from the previous four years. The contract is a Multiple Award, Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract to provide information technology (IT) solutions through performance of a wide range of support services.  The services covered under Eagle II functional category 1, Hubzone track, include:

– System Design, Development, Implementation, and Integration
– Software Design and Development
– Operations and Maintenance

ArdentMC provides a full range of solutions and services necessary to meet requirements of the Eagle II Contract and individual Task Orders as it relates to Functional Category 1 (FC1) – Service Delivery.  The purpose of FC1 is to provide support of developing, implementing, and maintaining technology to support the DHS mission and business functions across the entire lifecycle of a program.  Services include:  System Design, Development, Implementation, Integration, Software Design and Development, and Operations and Maintenance.  ArdentMC provides all phases of system design and development through deployment to ensure DHS IT solutions will enable users to meet mission goals and objectives.  These efforts include the full range of infrastructure engineering design, development, implementation and integration, including, but not limited to, concept development, planning, requirements definition and analysis, systems design and development, integration, implementation, deployment, connectivity, wiring and cabling.  ArdentMC provides all phases of software design and development including deployment to ensure DHS applications and databases will enable users to meet mission goals and objective.  These efforts include concept development, planning, requirements definition and analysis, software design and development, coding and testing, production, deployment, implementation and software application maintenance.  Additionally, ArdentMC provides operations and maintenance (O&M) solutions, processes, and procedures necessary to sustain systems within the DHS Enterprise at the highest levels of service.  Solutions may be required across the DHS Infrastructure such as: Help Desk and Field Support Services, Network and Security Operations, and Collaboration Service.  ArdentMC is the awardee of three (3) task orders under the Eagle II Contract including:  Agile Architecture Design Services (AADS3), CI ISE Content Management, and US Coast Guard C3CEN CG1V Ozone Widget Framework.

Overview: Enforcing and administering United States (US) immigration laws through US Citizenship and Immigration Services (USCIS) business transformation is one of the priority goals of the Department of Homeland Security (DHS). In its current state, USCIS relies largely on the movement of paper to deliver immigration benefits and services. In the future, USCIS will utilize and paperless electronic system that will transform nearly all of the Agency’s processes and services for defining, managing, and overseeing architecture and design for USCIS systems, while establishing engineering standards, e.g. design and coding, and verifying instantiations.

The CI ISE includes supporting specific tasks related to the CI owner and operator sector – wide  coordination and collaboration processes, including sector specific content management; providing for sector specific consent of operations, standard operating procedures, content, legal and policy issue identification from each Sector and across Sectors and subsequently supporting the implementation of requirements necessary to develop and sustain Sector specific and Cross-Sector, policy, process, and content.

Overview: The United States Coast Guard (USCG) has elected to utilize the Ozone Widget Framework (OWF) platform—a Government Open Source Software (GOSS) that operates in a Service Oriented Architecture environment—to develop the Coast Guard One View (CG1V). CG1V encompasses the following six major components: (1) Standard Viewer, (2) Common Application Framework, (3) Widgets (Modular Programs), (4) Ozone Marketplace, (5) Software Development Kit, (6) and Governance and Standards.The Scope of this effort includes support services necessary to provide design development and configuration support to widgets on CG1V. Primarily, but not exclusively, services provided will focus on widget design and development and configuration of the Ozone Marketplace utilizing OWF.

Quality Assurance

Ardent Management Consulting, Inc,’s EAGLE II quality assurance program is based on an integrated CMMI Dev 3 methodology and the Project Management Body of Knowledge (PMBOK) supplemented by our Agile Integrated Management (AIM) approach.  In order to ensure quality across our programs, our Program and Project Managers implement CMMI Dev-3 QA for all new projects starting prior to initial project kickoff meetings.  In order to ensure compliance with DHS requirements, our team is well versed in DHS policy, component policies, governance, oversight and federal regulations which ensures our project delivery is high quality, compliant and effective.

We designed our AIM framework in order to ensure alignment between delivery and client initiatives; as well as, ensure the quality of the services/support provided.  In addition to utilizing CMMI Level 3 based processes and artifacts, Ardent’s AIM approach relies heavily tailored best practices from the International Organization for Standardization (ISO) 9001:2016 as the basis for our EAGLE II Quality Assurance Program.  Ardent ensures the ongoing quality of our projects throughout the lifecycle of the project from commencement through to contract closeout.

EAGLE II is specifically designed as the preferred source of information technology (IT) services to allow component, program units, and other organizations to accomplish their mission objectives. Under this contract vehicle cost reimbursement, time and material, labor hour and firm fixed prices task orders can be awarded to quickly, efficiently, and cost effectively meet mission needs.
