To help contracting officers meet statutory and agency guidelines for HUBZone set-asides, ArdentMC has assembled this summary of steps needed to make a procurement a HUBZone Set-Aside:
- Step 1: Contracting Professional must expect two or more HUBZone business could submit fair and reasonable offers to perform the work (FAR 19.1305 b.1).
- Step 2: Conduct Market Research to validate HUBZone available. This can be determined by a search of the CCR, or other market information, such as these web pages.
- Step 3: Release the solicitation as a HUBZone set aside. If only one HUBZone responds, the award should be made to that company (FAR 19.1305 e). If more than one HUBZone responds, evaluate the offers accordingly.
